It could be, some people tape the ears upright if they want to be sure they stay that way, but if he's not going to be a show dog, I wouldn't bother! At that age, his cartilage is still growing and strengthening ... not a big deal!

I know while growing up my grandmothers had GSD (I know they're not the same as Mals). Their ears would go through such a tizzy through the teething process. Patience and I promise you're probably be freaked out... two days from now it'll be the other ear and the one flopped now will be standing straight up!
I found these pics and thought they were so cute, and a good example.
