    Randi, I got it online. I've found it in two places but they both only deliver to in UK, however if you give me the size you want I can get it and send it on to you?
    This is the place I bought it from, scroll down (it's a dog site but one of the smaller sizes would be suitable for a cat)

    My girlfriend's yorkshire terrier had a collar that blew up like a flotation device around her neck when she had a tumor removed. It kinda looked like the comfy collar pictured. It seemed to work well for the little sized dogs.
