without actually seeing them in action I do not know this for certain.....but if she antagonizes him until he attacks that means she knows what she is doing....In other words, if she did not like it (maybe it is play to her) she would not do it... Now if he was attacking her for no apparent reason THEN I'd say you had a problem. Some cats play rough, so if she doesn't seem afraid and no one gets actually hurt, then leave them be.
