Ben has severe hip dysplasia.

... first thing in the morning he has an appt with an orthopedic surgeon to see about
an FHO (femoral head ostomy) and tests for a bulging disc.

Ask the Vets if a pair of "Doggy Wheels" would help him.

Please let us know what the orthopedic says. Maybe home physical therapy for his back legs could possibly help.
