Mary, I am no expert on eye problems with cats, but have you tried (a human brand of) eye-wash? I have used terramycin on some of my kittens, but that is for a disease that is apparently different than what you are describing. Do you have a "cat book" that discusses, or have you surfed the internet looking under cat, medical problems?
PBS programming also has a pet-call in program (I think) on KUAT (AM, 1550 khz)), in Tucson, on Sunday mornings. Here, it is on at 10 AM on KRPS from Pittsburg, Ks. You might check this out.
I just got back from looking over some cat eye diseases. One possibility is that she has uveitis. If you go to Google search engine and type in "cat eye diseases" they show on several sites, some symptoms and their identification. I hope this helps.
