I have not dealt with this problem before, so I don't really have much to offer. but one thought is, could they have allergies? Allergies might make their problem seem even worse.
We (at my grooming shop) had a cat customer who must have been afflicted with this same problem, and I can vouch that it IS truely gross.
Hopefully there is some help to keep their problem to a minimum.
