Just my thoughts (from afar).

Decker is LESS likely to be the mad peer as I have found the shyer, less dominant animals to be less likely to have the need to mark territory. Unless, of course, if another cat is preventng them from using the box (if the peer always getting ambushed or attacked at the time of pottying.)

Moxie is more likely to be the culprit as a female trying to be alpha. Especially when you say Scout (another female) gets picked on a lot.

Don't be afraid to try medication......but then again, do not be afraid of rehoming, either. True, I too have some peeing cats and I have not rehomed them, but I envy those who have the gumption to take charge of their homes.

I'd say separate Moxie, even if that means a week at a boarding kennel! Just to see if anything changes.

I may not have the answers (if I did, my house would be pee free), but I have your sympathies. It is an awful thing to deal with.
