Good for them! I'd be willing to buy cat licenses if the money would go to subsidized spay/neuter/rabies clinics. But New York would probably find a way to misuse the money, like they misuse the $35 spay/neuter fee.

That is just wonderful.
I would be more than happy to pay a "licensing" fee for each of my cats.
