If the vet is willing to testify that the animal was injured with the owner's knowledge (whether the wounds were inflicted directly or indirectly by the owner him/herself) and denied the animal emergency medical care, therefore furthering his injuries, charges CAN be made against the owner, IF the vet is willing to comply and provide a medical report on her findings.
Sadly, in most abuse cases, too often the vets don't want to "get involved" and eventhough they know the animal was abused or neglected, when approached by law enforcement officials they refuse to get involved, so I really hope this vet sticks by her word!!!
