Actually right now you can't go by coat length... the tri-colors are easy to tell, you can tell rough and smooth on them right from birth. Below are pictures of a smooth tri and a rough tri so you can see the difference in the markings on their faces. These pics were taken at about 1 day old.
This is the smooth tri girl. Smooths have very clear, distinct lines between the black and tan markings on their face.... were as in roughs, which you will see below the markings on the face are much more smutty...

The blue merles are a bit more difficult because the merling on their face is so light its hard tell see the face markings clearly.... and really on the blues I wouldn't say for 100% the blues are smooth, but that is what I THINK they are LOL The reason I am guessing that is.... now that they are 1 wk old, the rough tri boy (and the rough boy we lost on saturday) has a cow lick of fur running down the back of his front legs, where his long hair/feathers will be once he is older..... were as the 2 smooth tri-colors do not have this cow lick of fur running down their legs.... and neither do the 2 blue merle boys... which makes me think they are smooths.... we'll see though, it should be pretty obvious in the next week or 10 days....
