I'd say contact the police as well. But they probably won't be able to do anything without evidence or whatever.
File a report with the police, the Humane Society or the equivalent in your area and any other organization having to do with animals.
I'm sorry, I don't know what else to tell you. That is just a SICK family!!!

CALL. THE. POLICE !!! What these people have done is CRIMINAL. Humans will be next, if they haven't already done that to people already. Call the police NOW! Do you really need us to tell you that?! I'm sorry that you have such horrible neighbors and I can understand your reticence and fear. However, if you don't take action, it's only going to get worse. I'll definitely say a good prayer for you that you get the courage to do what needs to be done and that all will work out for you. Don't let them hurt any other animals. If enough people tell the police their experiences, the police will take action. Don't wait another minute!
