Yeah, it makes a mess, but I had to do it only twice to break the stubborn toilet paper dragging yearling I once had - she never touuched it again for the rest of her 17 years.Do you have one of these for sale where you work? :Get a wide rubber band and stretch it over the TP and on the posts holding the roll. Pull the rubber band into the roll until it become difficult to spin. This will allow you to unroll the paper when needed but take all the fun of a spinning roller for the cats.
How about the 'bird feeder' method? install a small shelf below the roll that will still allow you to get the paper easily, but will frustrate efforts from below! Just make the shelf long enough so that pawsies can't reach over the edge and grab.![]()
