Madam the Mayor GOT it! And I accidently made it harder to guess by missing a "M"!

No other animal has managed to get itself tangled up in as much legend,

Not sure about a couple words, but it seems to pretty much fit .... except "compendium" as there was no M at the end, but maybe you missed that? Or I've got the wrong word ....

PS: The Honorable Cat is a nifty book, if you can find it.
