Most places are charitiable agencies or organizations that are familiar with dealing with such things. I thought that Noah was at some sort of cat boarding facility, and they probably are not used to receiving charitable contributions. They only have someone to do the book keeping for their clients payments. I really don't think they should be blamed for failure to keep a list for Kelly. They can tell her when payments were received and the amount received, that is part of their regular book keeping practice. They probably have no need of any other information as it is not part of their normal service/operation. They should not be held responsible for keeping addtional records not needed for their business.
