We'd be trying to change a Long-Standing set of airline regulations that have been developed
after years of experience in shipping animals ...
It'd be like pushing water uphill ... they won't wanna hear it.

The other *rub* to a pre-warmed anything - Woody would be too HOT in the
normally comfortable temperature in the pressurized and heated cargo bay.

IF things go according to plan, Woody is only exposed to the cold for about 30 minutes before and after each flight - during his ride out to and back from the aircraft in a baggage cart pulled by a tug. His layover will probably be spent in the Baggage Office on somebody's desk.
