I guess you and I have differing thoughts on danger. To me, any dog that puts my dogs at risk is dangerous.

I had my first experience last week of walking my dogs (on leash) and having another dog (off leash) come up to them. It was a black lab who appeared friendly and it turns out he was. I have to admit for those few seconds when I wasn't sure, I was afraid. Thankfully his human quickly realized he was gone and came running.

No one should have to refrain from walking dogs on leash due to dogs running at large, be they friendly or not. Yes, it is a shame that the dog was shot, but he could have just as easily been hit by a car. The responsibility lies with their human often as to whether they live or die.
