Good plan, Anna. I would gently but firmly express my concerns about their well being to her and subtley make it known that you will be keeping an eye out for them! You called the shelters and police after you found them, right??? How come there was no record of anyone having reported these two dogs missing??? How desperately could she have been looking for them??? I know you are fearful, returning them to this potentially dangerous situation. But you really have no other choice right now. I still would contact animal control to report the events of the past few days and as well that these dogs have in the past been found running loose in traffic, nearly hit by cars! Sure, she's crying now...but is she doesn't take responsibility for their safety, she'll be crying even more tears when she learns that have been struck by a car or bus. Good luck Anna!
