There may or may not be anything you can do. Socialization early on is VERY important.
Can you tell us precisely how he acts towards other dogs. (We can tailor our answers better from there.) (Things could range from him being aggressive, protective, bossy, dominate, to fearful. And not everyone will agree on our interpretations of his behavior.)
Obedience class may help because it is a somewhat controlled setting. For dog's it's sort of like a job. They learn that there are times when they have to listen to you, and times when they can be themselves.
Socialization sessions with other dogs of certain personality types can help too.

Please, if your dog is arthritic look into getting it Elk Velvet Antler. Look up my posts on it, PM me, or look it up on a search engine; but please if you love your dog and want it to live many more years consider this option. I've seen so many posts on here about dogs needlessly suffering. I can't make a new post about EVA every time so this plea is going here. EVA also helps with other ailments such as anemia.
