I just got an e-mail from Ashley's friend (the one who posted the ad on state college.com) saying this:

Thanks but they can not afford to have that done. With what they had to
spend for moving, they can not afford it.

and here is the other e-mail she sent right after it

You can pick him up but he will not be fixed or have any testing. They can
not afford to have those done.

Maybe they should of thought of the cost before getting a cat!
