NASCAR's excuse for telling him to go to 14th place was that he failed to maintain a safe speed under caution.

Hmmmmm, he was the leader, he got spun, and HE failed to maintain a safe speed?

I love it when NA$CAR makes up the rules as they go.

Sure made it more interesting then the race at Pocono! I don't like to see anyone (yes, even Tony), run away with the race...there has to be some beating and banging somewhere in the mix! Makes it even worse when it is a Bush!
