May be a little late to bring this up, BUTTTT ...

Did anybody Read the Rules?
There's a NOTE on the first page stating:

"Reminder: Voters must be a resident of the state of Louisiana,
age 13 or older as of 4/3/07. Thank you."

Not sure IF or How they might check, but it'd be a shame to be disqualified
because Out of Staters had voted.

They probably registered an IP address, but most people use something like Charter and it is difficult to tell origin. They could look up individual addresses, but that would take alot of time and require the cooperation of the service provider. Unless it is a indictable crime, the ISP is not going to cooperate.

I am quite sure that most of those at the top of NO and BR had out-of-state help from friends and relatives.

But time will tell.
