That's right....the pet food scandal started after his tenure. As for them using him as a scapegoat, well they could be, and at the same time making sure that all exports are quality checked (one would hope the latter is the case).
As for any future enforcement they may be considering in the wake of this pet food fiasco, then I guess we'll just all have to wait and see.
Didn't James say that some guy was executed in China over that issue ????
