A parakeet or a budgerigar? BIG difference in what type of food you should put out. If it's a budgie perhaps you could sit still, close your eyes, and whistle softly? Wait patiently. (No, I'm not joking.)
The food in the cage sounds like a decent idea. (IF you have a cage laying around.) The food itself isn't that expensive... except that the wild birds would want to munch on it also.
Have you tried looking in your local classifieds to see if anyone is looking for it. To post a found ad is usually free. Even if you don't have the bird in your possession sometimes a bird will come down for its owner.

Please, if your dog is arthritic look into getting it Elk Velvet Antler. Look up my posts on it, PM me, or look it up on a search engine; but please if you love your dog and want it to live many more years consider this option. I've seen so many posts on here about dogs needlessly suffering. I can't make a new post about EVA every time so this plea is going here. EVA also helps with other ailments such as anemia.
