The only solution I can see is to leash him to you. That way you can catch him at the moment he tries to mark. This is a pain for you---but the only way you can be sure he won't mark and the only way you can correct him at the right time. If he dislikes being leashed all of the time when he's in the house (but not outside), it might sink in. Don't expect immediate results. Give it a few days at least.
we tried that for weeks lol all it did was teach him not to mark in front of us.

Sounds like he's hard headed. I would probably keep it up--or make him stay outside most of the time. If you are taking him out at set intervals, he should get the message. Don't wait for him to tell you he needs to go. Set up a schedule and stick to it. When he is inside, he can be crated or tied to you.
If that doesn't work, I don't know what will. Maybe Nancy Efusy, pet psychic, can help. She got my old dog, Samson to stop watering my artificial plants and the dining room table legs.It was a worthwhile expenditure. Even my vet couldn't help.
Let us know of your progress.
The only thing I could think of was continue leasing/crating. We have this problem with Micki, he likes to mark bedsWe keep the doors shut and watch him like a hawk. Sorry I couldn't be of any more help.
