O, ok. I didnt click on the thumbnail just saved the picture that you click on. And, when you go to save for web in Photoshop CS, there is an option on the side that lets you optomize a picture to a defined amount of Kilobytes.

I know all about the save for web option I have been using it to keep siggies under 25Kb for a couple of years now.
