Does that article say that animal control was contacted when the neighbors stopped hearing the dog crying? Can I ask why no one contacted animal control when the dog was whimpering?

That's exactly what I was thinking. Whether the dog's whimpering sounded like in pain or whether just plain annoying why wait to contact animal control? I think sometimes people's thoughts of "don't interfere in other people's business" causes more pain and heartache than it helps. IMHO
