I think that people who do these things to animals should be branded in some way.
Perhaps a nice tattoo on the cheek so that everyone would know.

Not a nice tattoo. An unpleasant one. Preferably one with the cruel person's neck twisted at an awkward angle so they experience the same sensation the dog did.
