She honestly isn't too old for surgery, small dogs often live to be 14 or even more years old, often into the high teens. I am so terribly sorry to hear about Sassy. My dog Ginger was much the same, and I also contemplated putting her to sleep too, so I do know how you feel. If you want to talk about what I did to help Ginger then please PM me.
