Do what karen said and if she/he still whines after that she could be scared.For small dogs it could be scary sitting in something thats moving.
My moms dog whines alot in the car too, but after awhile we figured out that she was whining because she didn't like the air that was coming out of the vents. So we turned off the air conditioner and made it so there wasn't much air coming through the vent and then she stopped whining.![]()
I would do as Karen suggested and take her for short trips around the block.. slowly increasing the time in the car.
Also, if it's not too much of a hassle, it may help to feed her in the car.. maybe even give treats or give her lots of attention. It'll help her associate the car with the things she loves.
