I would hope not, as I think it's illegal to keep foxes as pets here without a wildlife permit, as judging from the accent of the filmaker she sounds like she's from southern England. Also the woody area in the background may just mean he's popped in from his home. He certainly doesn't seem to mind being in the open, though, much more than I can say for the occasional fox I get near my house!
