When is enough enough? I think you need to start a petition and get the dog removed from the neighborhood by pressuring your local newspaper and the cops. This is way out of line, I know many many instances where the first attack is the last and th edog is removed or destroyed. That this seems to be an ongoing problem is unacceptable. You need to be proactive...you, your dog or yet another neighbor could be next.
