I have it set to Eastern too, and it shows the right time to me ...

There are TWO adjustments that effect the displayed time under User CP / Edit Options:

First is the "Time Zone" chioce - should be set for "GMT -5:00) Eastern Time Zone"

Next block is the "DST Correction Option" with three choices:
1) Auto detect DST settings {Try this one}
2) DST correction always ON
3) DST correction always OFF
