Actually the police not paying for anything makes sense to me (even if I don't agree with it)- I bet if it were looked into it probably happens in the States too.
I have heard of many cases on the news where Bounty hunters (granted a whooollleee 'nother breed) break into hotel rooms and beat up people and verbally terrorize people then find out they have the wrong hotel branch, wrong room, or simply right room, wrong people. And they get NO KIND of punishment for doing it and the victim is made to feel like it is their fault being in the wrong place at the wrong time. Even tho if you or I did it we would be tossed into jail on our tails and the key thrown away.

I really Hope things get sorted out for you all.

In the states, a governmental agency (i.e., the police) would have governmental immunity for performing tasks that are regulated to them (towing a car, chasing a suspect, breaking down doors, among many other things), and not be liable for incidental damage. This carries over from the early thoughts, "The King can do no wrong". There are exceptions to governmental immunity, and most states have codified (in the states statutes).

Doesn't surprise me that this would be similiar in Canada, though there are some surprising facts in other parts of the OP.

Used to be the same in Indy, until recently. law was changed to allow
people to sue the city in cases of "wrongful death" while in hot pursuit
in fleeing car chases. (If police action in the chase injured a bystander,
not involved in the crime) That happened way to often in this city.
