I had an old dog like that. She loved going for walks at her top she was dragging us out for up to 8 walks a day but usualy around 5. She would be walking along nice and fast then we'd get near people and she'd slow down. You could slow down for her but she'd just slow down even more and get to lag way behind then as you past the people they comment on the poor old dog who couldn't keep up but soon as we were past she'd speed up again.
