I would start off with one if you want it to be tame, birds in pairs usualy stay wild & rather protect each other from humans lol, Shiney my lovebird is alone & is such a good boy, he never bite's or screams very often, if you have one lovebird it will be more easy to tame them .. you should also get the wings clipped & a hand fed baby is best for sure.

Lovebirds usualy make noise when there bored or happy lol, Shiney will sometimes scream very loud in my ears & trust me it's hurts lol, but he only does that to me like 5 time's a week .. you might get a buzzing sound after that high pitch rings in your ears if the bird is close enough like on your shoulder. I would have to say lovebirds are not very noisy & there even less when alone.
