No, these are just guidelines and info for trapping. We always catch the cats when the opportunity is there. Except you never want to trap a mom cat that is nursing unless you get the kittens. If you get the kittens you can always try and trap mom through them by placing them in a carrier covered with a towel. Then you butt a trap up to the carrier and cover that with a towel (like a large tunnel). The idea here is mom will go through the tunnel trying to get to the kittens. Trap-Neuter-Return (TNR) is a full management plan in which stray and feral cats already living outdoors in cities, towns, and rural areas are humanely trapped, then evaluated, vaccinated, and sterilized by veterinarians. Kittens and tame cats are adopted into good homes. Healthy adult cats too wild to be adopted are returned to their familiar habitat under the lifelong care of volunteers
