I think this will take time,
you have to make the baby trust you...
He must be very scared and lonely, and feels like he canīt trust anyone.
Go see him everyday if you can, donīt come to close, and donīt make him scared. Just show him that you are there for him, and want to help.
You will be able to get closer and closer, and one day you might even be alowd to pet him...
only take your dog to see him, if you are sure he will not act aggresive to the puppy.
It can scare him off.
Good luck, and please donīt give up on him.
Once you get him to trust you, you can bring him inside, or to safety, and find him a good home.
I would suggest you to start looking now already.
Let the dog come to you...
