I feel so sorry for you! Don't feel guilty, you said yourself he was miserable indoors. You did all you could, and you at least had one wonderful year of knowing Ziggy. Like the others said, call animal control. Those dogs aren't sae out on the streets. It sounds like you gave Ziggy the best of care, and I know he'll be watching over you. :
