When we would force him into staying in, he would meow all night. My vet said he was too old now to be trained to stay in. So..we let him go in and out as he pleased. Well there is no sense in beating yourself up over it now. I would definitely report any free-roaming dogs though. Next time it could be a child they hurt, or even if they are friendly dogs, it is best for their safety as well.
