That image would be far to small to use, and the quality would degrade badly if you just "upped the resolution."

RIght now, your image is at 200 dpi, but at that resolution, it would be just 1.69 inches wide by 2.25 inches high. If I switched the resolution to 300 dpi, without resampling, it would be just 1.5 inches high, and I am presuming their newsletter cover is bigger than that. Do you have an original that was right from the camera that is higher in file size, so probably higher resolution?
