I asked my mom (who I interrupted as she was working in her garden :P) - her first words were powdery mildew.
You need to buy some pesticides for it.

Also she said that roses don't like wet feet when they go to bed, so water them in early morning. NEVER before night time.
She also recommends since it will be getting cold in your area to cut it back to almost nothing so it doesn't freeze. If you choose to cut it back, make sure you clean your clippers because it could spread the mildew.

Thank you all for your response and Kay, I thank you and your Mom for your input. It's a Mini Rosebush that I don't want to die so will take your advice and treat it as necessary. Kay, I didn't realize it had to be cut back in the winter. Thanks and will do that and post pictures in the Spring. Dorothy, thanks for the link.![]()
