Jail time! Nobody minds when it's "just cats" but the guy is sick and needs jail time and counseling when he gets out. They will wait untill he moves up to people to do something!

We did have the same reactions the first time I read it. I thought that maybe he should have been poisoned too rather some community service...there is no justice in there!
