They take a feather or blood sample and test it. I hate to be blunt, but I'm pretty sure it's just called "avian sexing" LOL. You can also perform surgery to determine the gender of an exotic parrot, but many people find it invasive and unnecessary. If you have a deep understanding of cockatiel mutations and you know the lineage of the chicks, a chick's mutation can sometimes determine what gender it is.
