I would say yes because you can easily see her ribs. It would be easier to tell though if you took a picture of her from above. It just seems her ribs are sticking out too far, she should have a little more meat covering them. Otherwise she looks happy and healthy

If you're feeding her and she just doesn't gain any weight, up the portion. If she still isn't gaining weight make sure she has no internal parasites.

Is she still a puppy. If so she should still have some puppy fat on her. I would up her portion of food and get her on some good suppliments. She looks definately like she is not starving or any thing.
