Both of mine had problems putting weight on too.
It took Sierra until she turned 4 to start looking "normal" She could never get above the mid 60's. I always had people asking me "Is she sick?" But now she's at 72 and looks great!! She just turned 5 last month.
I had blood work run for Exocrine pancreatic insufficiency or EPI . You should read up on it, and see if it's something you should talk to you vet about. It's very common in GSD's.
My Buddy was only 76 pounds when I adopted him at 1 year old. I finally had him up to a healthy 90 pounds, but just over a month ago he went through a bad spell with worms and wound up in the hospital on an IV and lost 12 pounds. So that knocked him down to 78. Like fighting an uphill battle!
He'll be 4 in December.
What kind of food do you feed him?
How much per day does he get?

Travis is my second GSD, the first one was also a Black and Tan.

Travis weighs 76lbs (I was surprised he weighed that much)

Right now he is getting Purina, but I am looking into changing his food to a better kind. (Again, the wonderful people at the GSD forum are helping me with that )

I use a drinking glass as his food scooper (its fairly large). I'd say its about a cup and half every meal? I've recently increased his kibble amount as well.
