    Any time a guard unit is activated for federal duty, they go through a mobilization process which includes personnel readiness screening, (takes about 2 weeks to complete), training, and evaluation. Depending on the unit, it can take anywhere from 30-90 days to get them ready for a mission.

    The reason it took so long for Federal troops to arrive in New Orleans was simply ineptitude at several levels.

    Before Federal assets (especially troops) are used in disaster recovery there are steps that have to be taken, and one of them is a request from the governor of the state. That request isn't supposed to go out until all available state assets are involved. There was a delay getting the National Guard into action, and it pretty much rippled across the whole operation.

    (They couldn't have had a better Commanding General in place if they wanted to, though. General Honore is a top notch commander)

    blame it all on fast food, the internet and all the other crap that has made citizens of the United States a bunch of impatient AHs.

    I have to remind myself of that fact whenever I have to wait in any line.
