Puppies and dogs do this in play too. My two sometimes "take turns" doing this when they are playing and really wound up. I don't interfere as it doesn't cause any squabbles or problems. I guess it would depend on when she was doing this and how the other dog was reacting whether I'd be concerned or not. Both my dogs have been spayed/neutered since they were 6 months old.
