Most male dogs will do that when a female is in heat. Its normal.
Crate your male and let him out only to go potty and exercise. Sounds mean but it will cut down on the urine in the house. To avoid this in the future have your female spayed and your male neutered

You need to get both your dogs spayed and nuetered. It will solve the problem.

Right now, all you can really do is wait it out and seperate them if you can. It's not a behavioral problem. It's just a reaction to your female.

After she comes out of heat, it'd be best to spay your female and neuter the male if you haven't already done so.
