    It's a shame they don't have cat Pacifers.I don't know what this
    behavior means but when My dog Maggie was 4 months old she used
    to make sucking sounds as she drifted off to sleep.I thought it was
    cute too.

    Sucking Snoopy

    Could Snoopy possibly be any cuter? I think not. Could it be that sucking on your shirt helps her feel more secure?
