No, it is just a welcome-sign, no birdhouse. That little hole and stick has no use, just decoration

So how do you do that then? I'm assuming the napkin itself is not on the sign?

1) you need the basic set: the pole, the little plate for the text, the larger plate for the drawing
2) you choose paper napkins with a pretty design: flowers, dogs, cats, etc..., and tear out the things you want (like I choose 3 cats and the plants)
3) paint all wooden parts
4) tear the top layer of the napkins (be careful, it is not easy!)
5) put a small amount of "napkin-glue" on the plate, press on the glue
6) cover it all with that glue
7) when it is dry, paint special varnish over it, so it will become waterproof
